Lately, PG&E has revived its on-again, off-again proposal to cut a special deal for Marin to supply it with renewable power. Weisz said PG&E has intermittently promoted the idea over the past 18 months without supplying enough detail to make it plausible.

Paul Helliker, general manager of Marin Municipal Water District, said, "A year ago we asked PG&E if they would sell us 100 percent renewable power. They said the only way they could do that is if they had a tariff set up with the PUC to be able to provide it to any customer who would want it, and they were not prepared to do that."

After meeting with a PG&E representative for two hours last week McGlashan said, "At this point, there is nothing specific."

McGlashan said PG&E's offer of a special deal for Marin shouldn't delay jurisdictions from voting on whether to join the joint powers authority. McGlashan said once the authority is formed its board can evaluate PG&E's proposal.

"We did agree we would take whatever time is necessary to understand what they can offer in the future," McGlashan said. "I told PG&E it will end up a very clear business decision."
